Huh... Let me try this.
People used to hold their savings as dollars because dollars used to be stable and liquid.
When the sh*t hit the fan they realized that this is no longer the case so they started dumping dollars for other safe heavens.

That makes sense, but the impression I got from Bernanke (maybe you have to watch the video, maybe it's just the way I've interpreted it) is that he is claiming that dollars *are* the safe haven since the shit hit the fan (i.e. "during the crisis... there has been a lot of interest in the safe haven and the liquidity of dollar markets")
